With over three decades of experience in the high-voltage (HV) power sector, Matt Drew has channelled his extensive industry knowledge into establishing MD Groundworks as one of the South’s most respected providers of power and civil engineering solutions.
Having held senior leadership roles within major power infrastructure organisations, Matt brings a comprehensive understanding of market expectations and operational deliverables. His strategic insight has been instrumental in shaping robust, scalable processes that underpin the company’s reputation for excellence.

Mark Hogarth MIET, Delivery Manager
Mark began his distinguished career as an Apprentice Electrical Fitter with London Electricity shortly after the industry’s privatisation. Over a 33-year tenure, he amassed a wealth of experience, notably at Heathrow Airport, where he progressed through multiple senior roles to become a Lead Electrical Engineer and Senior Authorised Person for 33kV systems.
Mark contributed to some of Europe’s largest infrastructure projects, including Heathrow Terminal 5 and the Channel Tunnel Rail Link. Transitioning from his DNO background, he has since played a pivotal role in the Independent Connection Provider (ICP) sector, delivering large-scale infrastructure, renewable energy solutions, battery storage systems, and data centres. His technical expertise and leadership make him an essential figure in delivering complex, highvalue projects to the highest standards.
Josh Ridgwell, Head of ICP
Josh brings over 10 years of diverse experience to his role as Head of ICP at MD Groundworks,
having worked across industrial, commercial, residential, and renewable energy sectors. Starting his career as an Apprentice Electrician, he quickly advanced into electrical fitting, then into design and tendering roles within the ICP sector, ultimately becoming Head of Pre construction at a leading national provider.
At MD Groundworks, Josh leads the ICP division with a strong balance of technical expertise and commercial strategy. He oversees client engagement, tender submissions, network design, and project delivery ensuring all solutions are efficient, compliant, and future-focused.
His deep understanding of both DNO and IDNO frameworks, combined with his leadership and operational insight, positions him as a driving force behind the company’s growth in the electrical infrastructure space.

Lee Moseley, Operations Manager
Lee, Operations Manager at MD Groundworks, brings over 43 years of experience in the utilities
sector, with a proven track record of delivering large-scale civil and electrical infrastructure
projects. He has led multidisciplinary teams on multimillion-pound contracts, ensuring timely, safe, and efficient delivery aligned with client expectations.
Lee’s responsibilities span procurement, fleet and resource management, programme delivery, and compliance with HSEQ and regulatory standards. His expertise in high-voltage power and fibre communications is grounded in deep civils knowledge, and he works closely with local authorities and clients to minimise disruption and maintain progress.
Lee is known for his strong leadership, commercial acumen, and ability to embed operational rigour across all levels of delivery. His strategic oversight and commitment to excellence make him a driving force behind MD Groundworks’ continued growth and reputation for quality.
Stephen Livingstone, SHEQ Manager
With a 30-year engineering-focused military career behind him, Stephen brings a wealth of discipline, leadership, and technical experience to his role as SHEQ Manager at MD Groundworks. After the military, he managed aviation workshops before transitioning into safety and compliance, supported by NEBOSH qualifications and Lead Auditor certification.
Stephen has worked with Tier 1 contractors on a variety of major projects, including overhead lines, substations, and complex commercial developments. His role is central to ensuring MD Groundworks maintains the highest standards of health, safety, environmental, and quality performance across all operations.
Stephen’s ability to instil a culture of responsibility and compliance is backed by practical insight and strong stakeholder engagement. His leadership helps the business manage risk, maintain certifications, and exceed industry benchmarks in SHEQ across every project.
Luke Askew, Contracts Manager
Luke brings over 25 years of practical construction expertise to his role as Contracts Manager at MD Groundworks. He has played a vital part in delivering complex reinforced concrete structures for major infrastructure projects, including sea defences, Crossrail upgrades, power stations, and
renewable energy facilities across the UK.
His specialist knowledge in groundworks, concrete reinforcement, and formwork is backed by experience with major contractors such as Kier, BAM Nuttall, and JT Mackley.
At MD Groundworks, Luke leads on programme sequencing, project management, budgeting, and temporary works coordination. Holding NEBOSH Construction, SMSTS, and a CSCS Gold Card, he ensures projects run safely on schedule, and within budget.
Luke’s depth of site experience and proactive management style make him a trusted senior figure, delivering high standards and strategic oversight across multiple contracts.
Adam Freeman, Pre Construction Manager
Adam’s career started as an Analytical Chemist at a globally recognised testing, inspection, and certification company. After eight years, he sought new challenges and transitioned into the construction industry. His first role in this sector was with an MEP consultancy, where he worked as an MEP CAD Engineer, responsible for coordinating and designing projects across the mechanical, electrical, and plumbing sectors. It was during this time that Adam discovered his passion for electrical design.
Throughout his career, Adam has held various positions within the power industry, including Electrical Design Engineer, Electrical Tendering Engineer, and ultimately Tendering Manager. His experience spans across I&C, residential, and renewable energy sectors, allowing him to develop a comprehensive understanding of electrical networks and project execution.
With over 11 years of experience in the power industry, Adam’s extensive knowledge and diverse skill set make him a valuable addition to the MD Groundworks team, overseeing the tendering and design departments.
Kim Willis, Business Delivery Specialist
Since the founding of MD Groundworks in 2020, Kim’s role has evolved significantly, reflecting the company’s rapid growth and increasing operational demands. What began as a part-time involvement has developed into a full-time leadership position with broad-ranging responsibilities.
Kim’s scope covers a diverse portfolio including office administration, client engagement, materials procurement, fleet and plant management, insurance coordination, training oversight, business banking transactions, and resource management, among others. This multifaceted role demands a high degree of flexibility and adaptability, qualities Kim has demonstrated consistently over the past three years.
